Future Cars and roads

One day, I was sitting on the passenger seat. A light blub went on in my head looking at other cards. Future cards must be designed with a sensor which controls maximum speed on a road. If a car with the sensor drives on 60kmph road, the driver cannot accelerate faster than that. Why not?
